Le gouvernement est d\u00e9sormais attendu sur un arbitrage politique d\u00e9licat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le secteur qui fait circuler l&rsquo;\u00e9conomie camerounaise est en \u00e9tat d&rsquo;alerte.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">R\u00e9unis le 30 juin 2026 au si\u00e8ge du Syndicat national des transporteurs routiers du Cameroun \u00e0 Douala, les syndicats des transporteurs, plateformes professionnelles et acteurs de la cha\u00eene logistique ont dress\u00e9 un constat pr\u00e9occupant : la profession estime \u00eatre confront\u00e9e \u00e0 une accumulation de contraintes r\u00e9glementaires, administratives et \u00e9conomiques susceptibles d&rsquo;entra\u00eener une d\u00e9structuration progressive du transport routier de marchandises au Cameroun.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cette rencontre faisait suite aux travaux tenus le 16 juin dernier \u00e0 Yaound\u00e9 sous la coordination du bureau national du SNTRC, en pr\u00e9sence des repr\u00e9sentants r\u00e9gionaux et du Bureau de gestion du fret terrestre.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L&rsquo;objectif \u00e9tait double : restituer les conclusions des concertations nationales \u00e0 la base et alerter les pouvoirs publics sur les fragilit\u00e9s grandissantes d&rsquo;un secteur qui repr\u00e9sente l&rsquo;\u00e9pine dorsale des \u00e9changes commerciaux nationaux et r\u00e9gionaux.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Un mod\u00e8le \u00e9conomique remis en question<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Au centre des pr\u00e9occupations figure le d\u00e9cret du 10 octobre 2022 relatif aux conditions d&rsquo;acc\u00e8s aux professions de transporteur routier et d&rsquo;auxiliaire de transport routier.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le texte a introduit la notion de \u00ab transport pour compte propre \u00bb, autorisant les chargeurs et industriels \u00e0 assurer eux-m\u00eames leurs op\u00e9rations de transport.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pour les professionnels, cette \u00e9volution r\u00e9glementaire bouleverse profond\u00e9ment l&rsquo;architecture historique du secteur.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00ab Le chargeur devient transporteur et le transporteur perd progressivement sa raison \u00e9conomique d&rsquo;exister \u00bb, r\u00e9sume Blaise Tagne.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les syndicats estiment que cette cat\u00e9gorie repr\u00e9senterait d\u00e9sormais pr\u00e8s de 50 % du march\u00e9 national du transport de marchandises, r\u00e9duisant m\u00e9caniquement les parts de march\u00e9 des op\u00e9rateurs professionnels et affaiblissant leur capacit\u00e9 d&rsquo;investissement dans le renouvellement des flottes, la s\u00e9curit\u00e9 ou la modernisation des \u00e9quipements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Plus pr\u00e9occupant encore selon les professionnels, cette \u00e9volution interviendrait alors que la loi du 23 juillet 2001 encadrant les m\u00e9tiers du transport routier ne pr\u00e9voit pas explicitement cette nouvelle cat\u00e9gorie d&rsquo;op\u00e9rateurs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L&rsquo;\u00c9tat accus\u00e9 d&rsquo;intervenir dans l&rsquo;\u00e9quilibre du march\u00e9<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La seconde ligne de fracture concerne le d\u00e9cret pr\u00e9sidentiel du 16 juillet 2025 portant transformation du Conseil national des chargeurs du Cameroun en soci\u00e9t\u00e9 \u00e0 capital public.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L&rsquo;article 11 du texte pr\u00e9voit notamment qu&rsquo;une partie des revenus g\u00e9n\u00e9r\u00e9s par les documents obligatoires de transport soit affect\u00e9e au financement de la nouvelle structure publique.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Une disposition qui provoque une vive incompr\u00e9hension chez les op\u00e9rateurs priv\u00e9s.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00ab L&rsquo;\u00c9tat pr\u00e9l\u00e8ve d\u00e9j\u00e0 l&rsquo;imp\u00f4t sur l&rsquo;activit\u00e9 des transporteurs. Il ne peut pas, en plus, demander au secteur priv\u00e9 de financer directement le fonctionnement d&rsquo;une entreprise publique \u00bb, estime Raymond Moungzng.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Derri\u00e8re la contestation financi\u00e8re appara\u00eet une interrogation plus profonde sur le r\u00f4le de l&rsquo;\u00c9tat dans l&rsquo;organisation du march\u00e9 du transport et sur la fronti\u00e8re entre r\u00e9gulation publique et intervention \u00e9conomique.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Des co\u00fbts logistiques qui continuent de grimper<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La r\u00e9union de Douala a \u00e9galement permis de dresser une cartographie des contraintes op\u00e9rationnelles qui p\u00e8sent sur les transporteurs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les professionnels d\u00e9noncent notamment :<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">la multiplication des contr\u00f4les administratifs sur les corridors ;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">les co\u00fbts li\u00e9s \u00e0 la pr\u00e9vention routi\u00e8re ;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">les proc\u00e9dures entourant le transport exceptionnel et hors gabarit ;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">les op\u00e9rations de pesage des camions citernes ;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">les difficult\u00e9s signal\u00e9es autour des pertes de produits p\u00e9troliers au sein de l&rsquo;agence de Bafoussam de la Soci\u00e9t\u00e9 Camerounaise des D\u00e9p\u00f4ts P\u00e9troliers ;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">les contr\u00f4les successifs impliquant forces de s\u00e9curit\u00e9, douanes et administrations techniques.<\/p>\n\n\n\n<figure class=\"wp-block-image 100vw, 800px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Pour les op\u00e9rateurs, ces charges cumul\u00e9es d\u00e9gradent la comp\u00e9titivit\u00e9 du transport routier camerounais dans un contexte de forte concurrence r\u00e9gionale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Un enjeu qui d\u00e9passe largement les fronti\u00e8res camerounaises<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le d\u00e9bat rev\u00eat une dimension strat\u00e9gique pour l&rsquo;ensemble de l&rsquo;Afrique centrale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Premier hub logistique de la sous-r\u00e9gion gr\u00e2ce aux infrastructures portuaires de Douala et de Kribi, le Cameroun assure une fonction essentielle d&rsquo;approvisionnement pour plusieurs \u00e9conomies enclav\u00e9es.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les corridors camerounais alimentent quotidiennement les march\u00e9s du Tchad, de la R\u00e9publique centrafricaine ainsi qu&rsquo;une partie des flux commerciaux vers la R\u00e9publique du Congo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Toute d\u00e9gradation durable des capacit\u00e9s du transport routier national pourrait ainsi se traduire par une augmentation des co\u00fbts logistiques r\u00e9gionaux, une hausse des prix \u00e0 la consommation et une perte de comp\u00e9titivit\u00e9 pour les \u00e9conomies de la sous-r\u00e9gion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le gouvernement face \u00e0 un arbitrage strat\u00e9gique<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Malgr\u00e9 la fermet\u00e9 de leurs critiques, les transporteurs disent privil\u00e9gier la concertation institutionnelle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les organisations professionnelles esp\u00e8rent d\u00e9sormais qu&rsquo;un dialogue approfondi avec les pouvoirs publics permettra d&rsquo;ajuster certaines dispositions r\u00e9glementaires sans remettre en cause les objectifs de modernisation poursuivis par l&rsquo;\u00c9tat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Une \u00e9valuation des engagements issus des concertations de Yaound\u00e9 est annonc\u00e9e pour la seconde quinzaine de juillet 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pour le gouvernement, l&rsquo;\u00e9quation est sensible : pr\u00e9server les ambitions de r\u00e9forme du secteur tout en \u00e9vitant une fragilisation d&rsquo;une activit\u00e9 qui demeure l&rsquo;un des principaux leviers de comp\u00e9titivit\u00e9 de l&rsquo;\u00e9conomie camerounaise et de l&rsquo;int\u00e9gration \u00e9conomique
