Une \u00e9tape d\u00e9cisive vient d&rsquo;\u00eatre franchie dans la modernisation du transport terrestre en Afrique centrale. Au si\u00e8ge du BGFT (Bureau de Gestion du Fret Terrestre), les acteurs de la cha\u00eene logistique ont d\u00e9couvert les r\u00e9sultats du diagnostic strat\u00e9gique conduit dans le cadre du Projet Corridor Douala-N&rsquo;Djamena (PCDN), financ\u00e9 par la Banque mondiale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Au c\u0153ur des \u00e9changes : la digitalisation des proc\u00e9dures de transit, la fluidification du transport international des marchandises et l&rsquo;am\u00e9lioration de la comp\u00e9titivit\u00e9 \u00e9conomique des corridors reliant le Cameroun au Tchad et \u00e0 la R\u00e9publique centrafricaine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L&rsquo;ambition est claire : r\u00e9duire les d\u00e9lais, limiter les tracasseries administratives et renforcer la performance d&rsquo;un corridor vital pour le commerce sous-r\u00e9gional.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le BGFT en premi\u00e8re ligne de la transformation num\u00e9rique<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pour El Hadj Oumarou, pr\u00e9sident du BGFT, le diagnostic r\u00e9alis\u00e9 avec l&rsquo;appui de la Banque mondiale confirme le r\u00f4le pionnier de son institution dans la modernisation du secteur.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00ab Le BGFT reste aujourd&rsquo;hui la principale institution qui a engag\u00e9 les actions concr\u00e8tes attendues en mati\u00e8re de d\u00e9mat\u00e9rialisation des proc\u00e9dures sur ce corridor strat\u00e9gique \u00bb, a-t-il affirm\u00e9.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Selon lui, l&rsquo;\u00e9tude a permis d&rsquo;\u00e9valuer l&rsquo;ensemble de la cha\u00eene logistique, du cadre juridique aux op\u00e9rations de terrain, en passant par les postes de contr\u00f4le, les proc\u00e9dures douani\u00e8res et le niveau de digitalisation des diff\u00e9rents acteurs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le responsable r\u00e9v\u00e8le que le projet affiche d\u00e9j\u00e0 un taux d&rsquo;avancement d&rsquo;environ 40 %, avec l&rsquo;ach\u00e8vement de la phase diagnostique et le lancement des int\u00e9grations technologiques destin\u00e9es \u00e0 renforcer la plateforme num\u00e9rique de gestion du fret.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Des opportunit\u00e9s de \u00ab\u00a0quick wins\u00a0\u00bb ont \u00e9galement \u00e9t\u00e9 identifi\u00e9es pour produire rapidement des r\u00e9sultats mesurables en mati\u00e8re de performance logistique.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Une d\u00e9mat\u00e9rialisation attendue depuis des ann\u00e9es<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Parmi les avanc\u00e9es les plus salu\u00e9es figure la mise en place d&rsquo;outils num\u00e9riques destin\u00e9s \u00e0 assurer le suivi des marchandises et \u00e0 automatiser plusieurs proc\u00e9dures administratives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pour M. Albert Etoundi, pr\u00e9sident d&rsquo;un syndicat des transporteurs, cette \u00e9volution repr\u00e9sente une v\u00e9ritable r\u00e9volution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00ab Beaucoup de choses ont \u00e9t\u00e9 annonc\u00e9es par le BGFT dans le suivi des marchandises, dans les proc\u00e9dures \u00e0 adopter et dans la d\u00e9mat\u00e9rialisation des proc\u00e9dures actuellement en place. C&rsquo;est un outil tr\u00e8s important qui permettra d&rsquo;am\u00e9liorer la fluidit\u00e9 du trafic entre le Cameroun, le Tchad et la Centrafrique \u00bb, souligne-t-il.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le responsable estime notamment que ces innovations permettront d&rsquo;acc\u00e9l\u00e9rer les proc\u00e9dures de mainlev\u00e9e des marchandises sous caution et de r\u00e9duire les d\u00e9lais administratifs qui p\u00e9nalisent les op\u00e9rateurs \u00e9conomiques.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">M\u00eame enthousiasme du c\u00f4t\u00e9 de M. Raymond Moungang, repr\u00e9sentant de l&rsquo;Honorable Pierre Sime.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00ab Cette d\u00e9mat\u00e9rialisation est quelque chose que nous attendions depuis belle lurette. Le transporteur vit de ses rotations. Plus les proc\u00e9dures sont rapides, plus il peut effectuer de voyages et am\u00e9liorer sa rentabilit\u00e9 \u00bb, explique-t-il.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Selon lui, la r\u00e9duction des temps d&rsquo;attente aux diff\u00e9rentes \u00e9tapes du corridor pourrait transformer durablement les conditions de travail des transporteurs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Banque mondiale : cap sur la comp\u00e9titivit\u00e9 r\u00e9gionale<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Directeur ex\u00e9cutif du cabinet CERVO, charg\u00e9 de l&rsquo;\u00e9tude diagnostique, M. Abdoullahi Faiuzi rappelle que l&rsquo;objectif poursuivi par la Banque mondiale est d&rsquo;am\u00e9liorer durablement les performances du corridor Douala-N&rsquo;Djamena.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00ab Les travaux r\u00e9alis\u00e9s permettront de d\u00e9cliner plusieurs activit\u00e9s connexes destin\u00e9es \u00e0 fluidifier davantage le corridor, notamment sur les aspects de digitalisation et de facilitation des \u00e9changes \u00bb, a-t-il indiqu\u00e9.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les r\u00e9sultats pr\u00e9sent\u00e9s devant les transporteurs et transitaires serviront d\u00e9sormais de base aux futures interventions visant \u00e0 r\u00e9duire les co\u00fbts logistiques, renforcer la transparence et am\u00e9liorer la circulation des marchandises entre les pays de la sous-r\u00e9gion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Des infrastructures routi\u00e8res au c\u0153ur de la performance \u00e9conomique<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Si la digitalisation constitue le levier imm\u00e9diat de transformation, les acteurs soulignent que la modernisation des infrastructures routi\u00e8res demeure indispensable pour atteindre les objectifs fix\u00e9s.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La Banque mondiale a notamment confirm\u00e9 l&rsquo;engagement de financements importants pour plusieurs axes strat\u00e9giques, dont le corridor \u00c9d\u00e9a-Yaound\u00e9-Garoua-Boula\u00ef ainsi que la Nationale N\u00b03 entre Douala et Yaound\u00e9.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pour El Hadj Oumarou, ces investissements lourds viendront compl\u00e9ter les efforts d\u00e9j\u00e0 engag\u00e9s sur le num\u00e9rique.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00ab Nous avons besoin que les infrastructures routi\u00e8res, les postes de pesage et les check-points soient modernis\u00e9s pour accompagner les progr\u00e8s r\u00e9alis\u00e9s dans la digitalisation \u00bb, a-t-il plaid\u00e9.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Vers un corridor intelligent en Afrique centrale<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Au-del\u00e0 du Cameroun, les retomb\u00e9es attendues concernent l&rsquo;ensemble des \u00e9conomies de la sous-r\u00e9gion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La fluidification du corridor Douala-N&rsquo;Djamena repr\u00e9sente un enjeu majeur pour l&rsquo;approvisionnement du Tchad et de la R\u00e9publique centrafricaine, deux pays fortement d\u00e9pendants de l&rsquo;acc\u00e8s au port de Douala.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gr\u00e2ce \u00e0 la num\u00e9risation des proc\u00e9dures, \u00e0 l&rsquo;interconnexion des acteurs et \u00e0 l&rsquo;am\u00e9lioration progressive des infrastructures, le corridor pourrait devenir l&rsquo;un des mod\u00e8les de r\u00e9f\u00e9rence en mati\u00e8re de facilitation des \u00e9changes en Afrique centrale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pour les transporteurs comme pour les op\u00e9rateurs \u00e9conomiques, le message est clair : la transformation num\u00e9rique du fret terrestre n&rsquo;est plus une perspective lointaine, mais une r\u00e9alit\u00e9 en marche.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Et au c\u0153ur de cette mutation, le BGFT appara\u00eet d\u00e9sormais comme l&rsquo;un des principaux artisans de la modernisation des corridors strat\u00e9giques qui relient le Cameroun \u00e0 son hinterland.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Une \u00e9volution qui pourrait redessiner durablement les flux commerciaux, renforcer l&rsquo;int\u00e9gration \u00e9conomique r\u00e9gionale
